Minister announces package to ease digital switchover

Senator Stephen Conroy, the Minister for Broadband, Communications and the Digital Economy, has announced a package of measures to ease the transition to digital television, focusing on the Sunraysia/Mildura region in Victoria. This will be the first region to have its analog broadcasts switched off, at some point between January and July 2010. The package includes the following measures.

The Digital Taskforce is the body which has been set up within the Federal Department of Broadband, Communications and the Digital Economy to oversee Australia’s switch to digital broadcasting. It now has a website which includes a comprehensive timetable for digital switchover in Australia.

Analog switchoff delayed in the USA

The US Senate has just agreed to delay the switchover day for US Digital Television to 12 June 2009.  It was originally scheduled for 17 February 2009, but the process wasn’t ready with a myriad of technical and transition problems.

UK blind organisation lobbies for more TV access

The Royal National Institute for Blind People (RNIB) is running a campaign supporting the call for increasing audio description targets (AD) on television to 20% from the current 10%.

The Accessible Channel launched in Canada

On 3 December 2008, the National Broadcast Reading Service (NBRS), a Canadian charitable organisation which provides media in accessible form for the country’s print- and vision-handicapped, launched The Accessible Channel. This digital-only service has the distinction of being the first fully audio-described TV channel in the world.

Foxtel backstage access for deaf students

Foxtel Television Centre (FTC) and AI-Media, in consultation with Media Access Australia provided a wonderful day of captioned access and a great opportunity for Deaf students from the Royal Institute of Deaf and Blind Children (RIDBC).

Deafness Forum's 'Do you care about captions?' campaign

Deafness Forum has launched a campaign to protest about the recent drop in captioning levels on the Nine Network. Over 80% of Nine’s programs between 6 am and midnight were being captioned earlier this year, but the figure has now dropped to below 60%, and four daytime programs which were previously captioned - Mornings with Kerri-Anne, Fresh Cooking with the Australian Women’s Weekly, Days of Our Lives and Antiques Roadshow - are no longer captioned. Deafness Forum is asking viewers who are not happy with this situation to send emails which will be included in a petition to Nine. Analog television switchoff timetable announced

The Federal Minister for Communications, Stephen Conroy, has announced the switchoff timetable for analog television.  It will commence with Mildura in regional Victoria in 2010 and then progressively move around regional areas and finish in Sydney, Melbourne, Adelaide and some remote parts of Australia by the end of 2013.  

This approach follows the UK’s region-by-region approach and should allow for testing and planning of switchover issues in an orderly way.  The USA has opted for a single-date 17 February 2009, although a “test market” was tried last month in Wilmington, North Carolina.

Ofcom releases second quarter UK access report

Access to television broadcasts in the UK are monitored by the regulator Ofcom.  Each quarter it publishes a report showing the expected levels of access according to the UK regulations.  The report is a simple table and then more detailed information about variations, and action plans if a broadcaster has not complied with the required quota.  It should be noted that the quotas are annual and underachievement of a quota to date may due to expected higher levels of compliance later in the year.
